  • Some studies have shown MIT to be allergenic and cytotoxic, and this has led to some concern over its use
  • A new study by IVDK, a group of German dermatologists, as well as members of the French College of Dermocosmetology report a significant increase in reported contact sensitization.
  • In response, Dow (one of two major suppliers of MIT) is no longer supporting the use of MIT in leave-on products
  • Currently MIT is supported by regulation (the Cosmetics Directive in EU, the Cosmetics Ingredient Review in US…) up to 100ppm in leave-on cosmetic products

  • For ASEAN, the limitation of MIT that allowed by ID FDA : 0.01% (max)
  • MIT is a permitted preservative and thus a key ingredient to ensure product safety by helping prevent microbial contamination up to now
Global Issue Preservatives: Phenoxyethanol
  • The French National Agency for Medicines and Health Products Safety (ANSM) has requested the European Commission to re-evaluate the use of Phenoxyethanol as a preservative for personal care products, specifically focusing on children under 3 years of age
  • Cosmetic Industry (EU and USA) and certain industries do not believe this data is relevant based on product usage and consumer habits
  • Certain industries have strong evidence to support phenoxyethanol as safe and effective preservative and the safety of all marketed products is a very high priority for the company
  • They will closely monitor this issue by strongly engaging with the EU preservatives consortia to ensure we are following all developments in this area and representing Unilever in all scientific based discussions on the subject
  • Cosmetic industry will continue to review the use of Phenoxyethanol in personal care products against further development of this issue
  • Pending the outcome of this review of Phenoxethanol by the European Commission, as Phenoxyethanol is a key preservative for baby and baby bottom creams, potentially, if regulations change to restrict the use of phenoxyethanol in for this product application, cosmetic industry will have to re-formulate to remove this ingredient and find a suitable and safe replacement preservative

Global Issue
  • In Europe, Retinol will likely be self classified CMR (reproductive toxin) which can invoke regulatory mechanisms (from classification to SCCS opinion).
  • Also in the US it is expected use of retinol will be reviewed. The outcome of these activities can impact our freedom to use retinol.
  • Photo carcinogenicity of vitamin A has been in question for many years, with conflicting data
  • Industry has prepared and submitted a defence dossier
  • EU CMR classification requires SCCS opinion to continue use in cosmetics
  • The CIR review will lead to further opinion on photocarcinogenicity
